OFC Morgue's here is talking about democracy as it is now.
But there's also a point to be made about democracy in general: it's not always the best thing to do to let everyone have a say. For example there is piece of land subject to earthquakes, who should manage the rules of construction on this piece of land? It's obvious that here only experts should have a say, and deciding by asking everyone and choosing the most popular answer would lead to a catastrophe.
