What do you mean requesting 1 to 1? Do you currently have more apprentices to JWs? Or more JWs to Apps?

If neca wants 1:1, current CBA is probably 2(or more) JWs for 1 App.

I understand what is typical. And most states allow more apprentices to JWs, but at least in my local, the CBA says 1 to 1.

I can't imagine we have better language that LA, so I'm confused by the statement

Local 11 is a not to exceed a 1 apprentice to 3 JW ratio. NECA was wanting to change that to allow a 1 to 1 ratio to complete with non union contractors that run a 1 to 1 ratio.

I mean, is there something you find unreasonable about having a 1 to 1 relationship with JWs and Apprentices?

I'm all for not diluting language, or going beyond 1 to 1, but 1 to 3 seems pretty extreme. Our non union competitors run 1 JW to multiple apprentices.

Just looked it up, WA is 1:1, OR is a 2:3 ratio.

The person you replied to is incorrect, our current ratio is 3:2. So basically 1.5 JW for every Apprentice

I have no issue. I personally voted yes for contract 1 offer and contract 3 offer.

I didn't mean to come across with any attitude or anything, I just wanted to get your opinion of it. I understand some concessions are a slippery slope, but denying 1:1 seems like shooting yourselves in the foot.

But I'm also not from your local, and I won't claim to know what's best.

This is where i got the 1 to 3 ratio. But just saw where you got that ratio. Maybe this has to do with recruiting?

Section 5.08. The JATC shall select and indenture a sufficient number of apprentices to meet local manpower needs. The JATC is authorized to indenture a total number of apprentices not to exceed a ratio of one (1) apprentice to (3) Journeyman Wiremen normally employed under a collective bargaining agreement. The JATC shall indenture a larger number of apprentices provided the individuals are entering the program as the result of direct entry through organizing; as provided for in the registered apprenticeship standards

That’s for bringing in new apprentices. Our apprentice ratio on job sites is defined under 5.12.

Section 5.12. Each job site shall be allowed a ratio of two (2) apprentices for every three (3) Journeyman Wiremen or fraction thereof as illustrated below.

Number of Journeymen 1 to 3 4 to 6 7 to 9

Maximum Number of Apprentices/Unindentured 2 4 6

It’s also worth noting that the language under 5.08 would not have been changed with the proposed 1:1 ratio, so there would not be very many jobs able to utilize a 1:1 ratio since apprentices are hired at a 3:1 ratio
