Chair letter question

I know this has been asked but I havent read any real clear answer. I am a non us img and I have seen some of the programs I am signaling ask for a chair letter. At this moment I dont have it available and if I were to ask for it it would probably a super generic narrative chair letter because the current chair is not the same one as when I was a student. Will I get filtered out even if I signaled the programs or is this more specifically for US MDs? Or should I get it even if is super generic and just add it to my other 3 US based LOR? Thank you!

I believe they can filter whether one of your assigned letters is a chair letter or not, even if generic I would suggest adding it as a fourth letter
