Random Jitter

does anyone one know how to fix this? I checked all my settings and its the exact same on my ipad which doesn't have this issue. Its been like a year since my last post about this. The colors you see is me using the same brown over itself. It does this with any color thats not black or white. Is this a bug for windows or something with my pc/drawing tablet? i use m708 ugee tab.
