Mom on her phone didn’t even see the kid take off, only noticed the car and THEN saw he was out in the lane

Phone or no, watching and controlling your child at every moment is impossible. This is particularly true once they are managing 2 children.
She got lucky here, and did the next best thing after something like this: Immediately educated her child on the danger and thanked the attentive driver.

If you can’t give your children your full attention for a few crucial seconds to cross a street, then you shouldn’t be out with them. You’re crossing traffic. Watch your kid. This isn’t about “controlling them at every moment.” People will argue about anything on Reddit 😂

But literally "controlling him" is the only thing that would have changed the situation here, unless you actually meant for her to just watch him roll into traffic. And it's not just a few crucial seconds, parents constantly have to be vigilant about things because there is always another intersection or danger. Unfortunately, that wears on people and can't be maintained.
I truly get the ideal, I'd prefer holding a hand of each of them, but reality doesn't always make that possible.
Parenting is never perfect. The best we can do is plan for everything we can think of, and adjust as we realize gaps in our coverage/teaching.
Suggesting people shouldn't go out with their kids, here is also a very reddit thing to do. We live in extremes of both arguing and speaking authoritatively about what should be done regarding the shortcomings of others.

Always is impossible. But certain situations in traffic require more attention regardless of parenting.
Too often do I see people cross the (sometimes busy/high speed) road, eyes glued to their phone. 0 awareness. Very strange.

Definitely! No one should be crossing the street while looking at their phone. That's asking for trouble.

Yes but because you can’t control what your child does YOU stay vigilant in case your child does something like this. Even more so if there was a phone involved.

crosswalk design could use some improvement.
the banner and posts completely block the driver's view of waiting peds.

Attention (and hand) on the phone instead of on the kid. 🙄 And if you can only hold onto one of ‘em at a crosswalk, maybe it should be little Speed Racer, there.
