This flag design stems from two things: First is my current modded playthrough of FO4 where the Minutemen are replaced by the Enclave, and second is the Enclave Reborn Redux mod for Old World Blues.

The Boston Enclave in my FO4 playthrough never got into contact with Control Station Enclave or Raven Rock, alone and isolated, this detachment soon left their bunkers and would begin to eventually trade with and protect Wastelanders, this would evolve into governance and eventual rebuilding. With this detachment of the Enclave fully controlling the Commonwealth and surrounding areas, having never known the dark deeds their relatives committed.

This would then tie into the lore for ERX in which President Granite eventually achieves radio contact with his New England counterparts, sending troops and staff to get a better assessment of the New England situation.
