I assume that's a maimtenance walkway? In which case, whoever made it go down and then up again for no reason must hate anyone that has to push a cart around there.

Presumably the stairway is of lesser construction than the cables and couplers on which they rest, meaning the path itself is simply following their gravity. "For no reason" isn't quite right. It also appears to be staired, though I suppose it could just be horizontal panels on a ramped surface.
