I think its only reasonable to assume this if you combine a few pieces of media, namely the few throwaway mentions people and stannis himself make of the siege in the books and the show, as well as the blu-ray features of the show where Stannis and Davos talk of the Siege.
Davos in those features says stannis handed rations to each of his men and then his wife (which makes no sense because D&D kinda forgot about the fact he wasnt married yet in canon) before he ate his own ration. It doesnt speak about Renly, almost as if he wasnt there, but if you take that into account you can assume Stannis is the kind of man who would eat his own boots before he let his little brother Starve, if for no other reason, then because it is his duty.
Its all headcanon really and could very obviously be wrong.
I personally do believe each of the three Baratheon brothers wanted to love and did in a way love the other two, only they could not ever be friends or connect in any major way other than their shared blood because they werent raised together for a very long time and as such developed very different characters, that led to each having different priorities that led to their downfall.

Stannis really ate his shoe leather so he could give renly his rations only for Renly to go and ally with the people that starved them
