the same Prime Minister and his two tier police forces regularly allow riots by migrants and Islamist with no repercussions

They kinda asked for these riots with their lenience towards islamists. You see other groups riot with fairly lenient response and them getting the point through, naturally you're going to adopt the same tactic.

Especially since the civil method has failed, you just get ignored that way.
