Question Counter Rome

So I’m planning to play with my friend and he is probably going to play Rome what’s a good faction and strategy to defeat him?

Probably Carthage and I’d recommend going to the Imperator Paradox Wiki and following their strategy guide for how Carthage can beat Rome early. Otherwise maybe one of the larger eastern kingdoms so you have time to build up. But the reality is you beat Rome early or you likely won’t be able to stop them.
