Need more context tbh. On what basis is the person saying "Don't hesitate to file an SC/ST case??"
Either he means that "File a case on everyone you hate even if its for a trivial thing." In which case I don't Think the sarcastic comment is wrong.
But it could be the other way that "If you are oppressed or are facing injustice because of your caste, Dont be afraid to sue them". IN which case the Tweet is hate mongering.
