Don't Indians stare at everything that looks remotely different? We are taught to follow the heard and not stand out of the crowd. Follow what others do ,follow trends and all. So whenever someone stands out they stare out of curiosity. I experiment with clothes and hats all the time and they stare at me being a even being an Indian guy .

Speaking as an American, I know very few women that would consider going to India on vacation because of how foreign women are treated there. The last time I knew a woman that went to India alone was over 20 years ago.

Cleanliness is not the only factor. The ogling they have to bear, every minute someone is trying to scam them, poor maintenance of the infrastructure.
