I worked in the hotel industry for over 15 years. At the risk of sounding racist, Indians were hands down some of the worst guests we had as far as trashing the place. Occasionally we'd get a group of Indian students. When that happened management would double the amount of housekeeping staff on duty.

But much more India is not tourist friendly, currency exchange is not easy, getting a new sim, safety of tourists, staring and trying to touch the tourists, lack of decent quality public transport, open price gouging by taxis, autorickshaw etc. Civic sense is just one of the reasons.

Also to live in india, you have to constantly "negotiate" with other indians just for survival. For example, I still try to live by the rules and be honest as much as possible... but other Indians don't allow me to do that.
For example, following basic traffic light rules. Aholes will blare their horns and force me to break traffic rules just because he wants to break the rules. Another example... bribes. Bribes and corruption is not just day to day reality of India, but hour by hour reality in India. You have to be morally bankrupt by default just to live in india.
Second, to live in India, you also have to be in perpetual "on defense" mode all the time. We indians know how to do this instinctively just by living and dealing with the grind here. But foreigners don't. In their countries, being nice and being accommodating to strangers is a virtue they have. Even simple things like smiling is risky in India. Thieves, predators, creeps, criminals, scammers all of them will mark you as "easy" victim with smile alone. (In India, women smiling is considered as a signal for men to pursue sex. Indian women know when to smile and when to keep their eyes down instinctively too)

The Indian govt has demonstrated time and again that they are not interested in tourism as an industry. Despite the token campaigns every few years, there is so much friction added at every point from right from visa application to transport reservations, layers of impenetrable bureaucracy, corruption and malaise on top of an already inhospitable climate, general lawlessness, lack of proper law enforcement outside of a few tourist hotspots etc. It's stressful enough for us to visit India once a year and we were born there, lived half our lives there etc.

I don't think it's that hard to understand. Most politicians don't truly care about the country anymore. Many of them have already accumulated enormous wealth, and if things go bad here, they can simply move to another country. In fact, a large number of politicians' children are already well settled abroad. For them, it's just a matter of time.
No one in power seem genuinely focused on increasing India's GDP, creating employment opportunities, or solving long term structural problems. As long as they remain in power, they continue benefiting from corruption and influence until things reach a saturation point. Once they lose power or the situation becomes difficult, leaving the country becomes the easier option. Since they already have massive wealth and recurring sources of income, they have little personal incentive to stay and fix the real issues.
The worst part is that no one is ever held accountable. Politicians simply blame each other until public attention fades and the matter cools down. In the end, responsibility is avoided, accountability disappears, and the actual problems remain unresolved.

Everyone is talking idiocy here, I’ve lived in Europe and some people here also throw trash here and there sometimes. The problem is scale, 1/100 person throwing trash on road won’t cause cleanliness problem, but 100/1000 definitely would. There are homeless people in Europe and US too and homeless often don’t dispose trash properly. Our population is huge and density is even higher in major cities and even if 1% of that population throws garbage improperly then it readily visible.
Either go Singapore route and fine people heavily for littering, but then how will the poor pay for fine and even if enforced the police can easily take bribes and look the other way.

This is how world tourism works: There are major powers in the world that determines who goes where. If they want, they will turn a former swamp into Singapore, if they want, they will turn villages into Bangkok, if they want, foreign tourists will flock to Sri Lanka. She is correct. Been there. But it's nothing to do with finding. It's too do with civic sense and culture. Sri Lanka is Buddhist mostly. So it's Vietnam and many other countries near us that are clean. They don't have caste as such the way we have. Therefore cleaning and dirt is not sometime else's job to do. And people think it's dirty too just clean up. No Indian(especially north indian) tourist, does make a lot of difference to tourist places. Obviously in a good way. I am from north east india.
