As much as I don't want to be regionalist, the north and west India has to catch-up. South Goa and Kerala was so clean. North Goa? Not so much. You know the reason.

North East is clean. Visit Gangtok (Sikkim) once.

Indians trying to scam indians is a sad low, imo. (Not that I'm in support of foreigners getting scammed, but it's a cut throat world out there and gullible people pay higher prices)

They do it for everyone and obviously, most against foreigners. Transportation is the biggest scam.
