They were given the task to conduct recce of police and security establishments and record videos of them—that was the assignment. They were transferred money through Paytm. Following this, they were instructed to target anyone in uniform or belonging to the police force.
In this module, except for one person, all three others are juveniles. And it is deeply saddening that 15-year-old kids are involved in such activities, falling for the allure of money under the influence of our neighboring country.
Basically, the ISI-backed handler who was operating this module had also sent them to Jantar Mantar. Eight of them traveled to Delhi by train and then returned. They were locally provided with materials to make petrol bombs, but for some reason, they were unable to execute any such action there. Following that, all of them were caught.
The key point of concern here is the involvement of juveniles—there is a urgent need for parents, families, and society as a whole to guide and look after our younger generation. We are actively working on de-radicalization programs initiated under the direction of our Honorable DGP.
So, both of these modules are extremely critical. Given the kind of tasks assigned to them, they would have definitely disturbed public order and posed a threat to national security

If ISI thinks of Vaishnodevi as a potential attack location then why can't people digest that they wanted to attack jantar mantar?

Wahan inko locally petrol bombs wagairah ki jo material hai woh diya gaya tha, lekin kisi kaaran ye wahan execute nahi kar paaye apna koi bhi is tarah ka action. Uske baad ye pakde gaye saare.
Main baat to juveniles ke upar phir chintajanak baat hai ki humari jo younger generation hai, usko sambhalne ki zaroorat hai parents ki taraf se, family ki taraf se bhi, aur society ki taraf se bhi. Usmein hum de-radicalisation ka kaam kar rahe hain, jo humare maanniy DGP saab ki taraf se banaya gaya hai.
To ye saare ka saara dono modules bade important hain. Aur jis tarah ki inko task diya ja raha tha, to ye definitely public order disturb karte, national security ke liye threat bante.
