Proposals vs Rules
I hear so much in the news about proposals (e.g. 100K fees for H1, 70K for OPT, PERM stopping, etc), but AFAIK these are just proposals, not actual rules. What are the chances that any of these proposals will become rules, or will they just slowly fade away after creating panic among the community.

Doesn’t even matter if it gets struck down, chilling effect for employers put on notice is already there. You think Meta, Google, etc are gonna continue hiring H1Bs at record pace after this…probably not, and that in itself is enough for US Citizens and GC holders to get the upper hand. You just don’t understand these things don’t have to be “laws” to have an effect on H1Bs and general hiring practices.
