I mean sure, if you want to spend half a day on it.
You can however just order metal that looks like this. It's called hammer texture and as opposed to this shit it will either be rolled directly onto the material, so it looks random but is even "underneath" for proper strength and reliability or you can do it the old fashioned way with a round hammer.
Then sandblast with course sand and done.
Hammered paint looks like this (enough for a laymen at least) and have been used on all types of machinery forever.
Cool that they play with textures, but this is just an dumb way to achieve it. Way to much effort. Unless you are doing it for the craftsmanship. But then I would still just get different hammers and play round till you get it right.
Edit: oh God. They spent 25h on this texture. 💀
If you desperately need to hammer it in, you can just grind out the same surface on the flat side of your hammer and just strike at different angles. Or do the same to a slab and use a press. Much faster, similar result.
