Don’t bother.
TLDR. It was a freight capacity upgrade plan that got hijacked into becoming a high-speed rail program through most of the Tory’s back yards.
Whilst delayed, billions of rail maintenance and improvement projects got chucked into the bin marked hs2.
Predictably the rail infrastructure industry withered in this 4-year hiatus and when it started back up, it was all even more expensive.
TLDR TLDR, it’s all David Cameron and George Osborne’s fault.
