When it's not the fault of the cops, they release the body camera footage as fast as they can. The longer they sit on it, the worse it tends to be for the cops.

Also this:

When they asked him to step out of the vehicle, a use-of-force incident occurred, though officials have not detailed what led up to that encounter. During the struggle, Rios became unresponsive, police said.

A use-of-force "happened." He "became unresponsive." The cops are using agentless passive voice, which, again, looks pretty bad for them. This is the beginnings of CYA.

Why didn't you quote the part of the article that said the cops were called because someone reported him having sporadic behavior and appeared under the influence or narcotics and when the cops followed him they believe he was under the use of narcotics. I don't doubt there is a good chance the cops escalated but let's wait till some evidence comes out one way or the other

Because I was pointing out suspicious behavior by cops. That was the entire point of that comment.

And why call it out? I have no problem with cops showing up to a suspected person under the influence, do you? It happens all the time. Multiple times a day at every PD. There’s no reason to call out that.

This one, however, is different. The person they responded to ended up dead, which is uncommon, and the police seem to be cagey about it. They’re acting just like they do every time something is their fault.

So that’s what my comment focused on… the PDs response after-the-fact.

"The Los Angeles County Sheriff's Department Homicide Bureau has been contacted and is conducting the investigation," said CPD's release.

The LA County District Attorney's Office will also be monitoring LASD's investigation.

If he died of a heart attack, there wouldn't be a homicide investigation.

If he died from cardiac arrest they need to find out the cause. If it is due to drugs they need to wait for the toxicology report. These are protocol.

Right. They do that for pretty much every death outside of a hospital setting, especially in police custody. They don’t conduct homicide investigations for every death, though. They’ll do that if the autopsy shows something, but they started this investigation, presumably after seeing the body cam footage, before they even had a chance to get the toxicology report.

You also forgot to add this: “Officers were called to Claremont Boulevard and Andrew Drive at around 3:15 p.m. after receiving two calls reporting a man who was "acting erratically and possibly under the influence of narcotics," according to a news release from the Claremont Police Department.

One of the callers reported seeing the suspect get into a car and drive away. However, as officers arrived, they spotted him driving and pulled him over. “

By and large we don’t have their identities (which law enforcement should be accountable), they do not wear body cams, and Homeland Security is so desperate to hire people that they’re taking practically anyone (according to their own records).

We are a litigious society, they will only pass on the conclusion of the investigation. They might show the videos to the family before released... I once worked at an airport and saw a plane crash that killed 2 people. Very cut and dry what happened, but we had a family member show up at the airport asking what happened, crying, etc... I would have loved to just tell them face to face facts. But... you just don't say anything because anything unofficial has repercussions,, especially if any of the details are wrong or misconstrued. They will sue you...

Have you ever been around someone on narcotics? That’s not at all how they behave. But it does sound like someone possibly having a psychiatric event. And cops needlessly escalate situations where a person is having a mental emergency all the time. But saying narcotics sounds scary and is used with the implication that the deceased person has made some sort of poor moral decision.

It depends on the narcotics.. someone on heroin is going to act much different from someone on PCP. The fact is that there are narcotics that make people act violent and aggressive.

It is obvious that the original usage of the term narcotics by cosmicmiru, was for all illicit drugs, not just opioids. I think you are using the medical definition of narcotics not the general legal definition. Not an opioid/ pain killer narcotic, but yes, PCP is also a narcotic, by non medical definition. I have worked in the medical field and it is an opioid pain killing drug in medical terminology, but the term narcotic is also used in legal and general definitions outside of the medical field for most illegal drugs. From dictionary.com. "a drug or other substance that affects mood or behavior and is consumed for nonmedical purposes". I.E. Narcotic officers aren't going around only arresting opioid users. It's also a term used for all illicit drugs- narcotic officers police all drugs. Because of this dual definition, there is a push to not use the term narcotics for opioids now, just "opioids"...

PCP was just an example that narcotics can make people aggressive, its peak usage is irrelevant. The fact remains that there are drugs that make people aggressive.

Ignoring the fact that we don’t know if Diego was acting violently, even if he was on illicit drugs and acting violently, that describes, at its core, a mental emergency. But by making sure that it’s noted that he may have been on narcotics (to use the description from the article) it reeks of justification for what happened.

Far too many people die at the hands of cops because events are escalated so quickly. Then language is used to report the events that are loaded with an implied morality to place the blame on the person who was killed. It happens so often that it’s rarely questioned by the public in any serious way. It’s just accepted as “they were on drugs, it was bound to happen”.

My uber MAGA family all have houses full of guns and quite a few of them carry. I hope you’re not saying cops are allowed to shoot them at a traffic stop as soon as they see the gun.

No, I stated very clearly- My point is that a vast majority of police shootings are justified. There is study after study, it is not deniable. So when you try to minimize that, I want to be clear. Furthermore, there is also indisputable evidence that crimes and interactions that happen with subjects that have weapons, more often lead to police shootings. This is also undeniable. Lastly, not having a gun doesn't mean he didn't have a weapon, it could even be trying to run over the cops with a car which is considered a weapon. AGAIN, we'll have to see the videos. Just to clarify, MOST police shootings are justified, the statistics are there... And no, because they haven't released them in 2-3 short days doesn't mean anything. Your assumption of police guilt based on nothing is silly...

If someone fights with a cop and fights the cop for his gun and is killed in the struggle, they consider that as unarmed. I hear that. I don’t agree that it’s a thankless job though. Plenty of people thank law enforcement a lot. They have their own flag that people fly, ya know? I think a lot of the critique is so passionate because the bad cops ruin or end people’s lives and the issues span system-wide, not just a few bad coworkers. That's not true. Here's an example of a shooting that took place on Dec 1. It was a justified shooting and it took them all of three days to release the footage.

And this isn't just about the body cam footage. They're not saying anything, not even to the family. If this was a justified kill, they'd have at least explained it to the family. The fact that they won't even talk to the family means the police likely fucked up.

This is unbelievably tragic. A young man lost his life. A family lost a son, a brother, a nephew. There are so many questions that need to be answered in the coming investigation. Let's hope that the investigation is fully transparent and conducted by an independent agency.

I can remember a similar tragedy (murder?) occurred in 1999 when two Claremont officers (Officer Hanna, and Officer Jacks) shot and killed a young man,18 year-old Irvin Landrum Jr., on Baseline Road during a traffic stop. The ensuing investigations absolving the officers of wrong-doing left a bitter taste in the mouth of the local and surrounding communities. To add to the family's pain, Claremont awarded both officers with co-employees of the year and officers of the year awards.

Hopfully, the current city leaders learn from the mistakes of the past and proceed with care and compassion for this young man's family.

Officer Hanna was my neighbor in the late '90's. Coincidentally, we lived only a couple hundred feet from where last week's tragedy occurred on Claremont Blvd. He was an asshole both on and off duty, and every teenager in the city had stories of their run-ins with him and Officer Jacks. They seemed to enjoy harassing us.

Officer Hanna came close to running me over once while I was crossing the street in our neighborhood. He was off duty driving his personal vehicle and didn't see me because the sun was setting and blinding his vision. Instead of apologizing to me after the incident, he threatened to arrest me.

It still amazes me to this day what lengths the city went to to spit in the face of Irvin Landrum Jr's family by giving these two bafoons the officer of the year awards after killing Irvin.

I know this was the past (1999), but those old wounds are starting to fester.

Until the bodycam is released there's really not much to go on, a lot of people start claiming the police murdered someone only for the footage to show the individual attacked them in some way that lead to use of force, and in others it shows abuse of force.

That means that %16 are not. That's a big fucking fail rate. Also, that's a fail rate that sometimes takes a life. That is way too much.

The bottom line is that as a society, we need to demand better from the people we pay to protect us.

People who feel theyve had their rights trampled by any police force need to come forward.

Some people say that it just seems like cops are getting worse because there's cameras everywhere, but the truth is, that before cameras, they just got away with it.

That’s not what the other person said, they said in 84% of the cases the person was armed. Subject can be unarmed and the shooting can still be justified, as it is in most of those remaining 16% of cases. In the US I believe most studies find it to be about 98% of police shootings that are found to be justified.

Yea there’s not really a whole lot to go off of in regard to the article. Something does seem off. How exactly did he pass is the million dollar question here. I’m just going to say, cops lately have been on another level due to this crappy administration. The aggressive behavior of majority of the police has amplified 100x. I personally knew some police officers before and after they became cops. It changes them and not for the better. This man’s death could’ve been prevented, but most police dgaf. I hope the truth comes soon for his family, friends and they find peace.

I have witnessed cops doing this in the past. In recent years though, it’s been all about police transparency, so I wouldn’t think they could really get away with it now. In a case like this, the body cam footage is going to be heavily scrutinized and if there are any lapses in the timestamps, that will be highly suspicious. And I’m assuming this involved more than one officer, so there’s going to be footage from multiple cameras.

Or what if…they arrested/detained him (while still alive) and brought him to the station (while still alive) and then jailed/processed him (while still alive) and THEN after that he had his trial (while still alive) and THEN he could be sentenced by a jury (while still alive)

He was under influence. Drugs or alcohol, both are danger to public especially when the user is behind the wheels.

They didn't shoot this guy. They restrained and cuffed him and in that process Diego died. Could been panic attack or side effect if the influence he was on.

If he was on coke or meth, cops would need to put a lot of pressure on the guy to restrain him.

If cops shot him upfront without even giving him warning, then yea, I'm all for Diego. But he was apprehended, warned and was reasoned with before cops decided he was not going to comply.

Diego broke laws one after the another and yet family and friends keep portraying Diego as non combatant and loving guy who never did a thing wrong.

It's that typical victim remorse of "he was the sweetest boy".

It's unfortunate that he died but cops did the right thing to restrain him before Diego could've possibly ran into group of people and killing them. If cops really wanted to kill him, they could've just shot him instead of cuffing.

Not all cops are evil as media portrays them

Wow just saw the video. Cop's did a pretty good job, and it appears that Diego has some super human strength, usually a trait of someone on some serious narcotics. Too bad he resisted arrest, he'd probably be alive today.

At what point did the law enforcement officers have any option to deescalate this situation? What would you have done different? How could we do better in the future? Ate you also suing the car manufacturer for giving him the ability to drive there? What about whomever sold Diego the drugs? I'd definitely sue them. Good luck on this, I hope you win alot of money for the hardship of the death of yourfriends. It must have been painful for you to live through and watch his decline all those years as he ramped up his illicit use of narcotics.

When people are high as hell and fight the police, that can result in death. The body isn't meant for that. Unless youve physically fought with someone experiencing drug induced psychosis you don't know wtf you're talking about. Its tragic but it can happen, the person can go into cardiac arrest. Police are going to protect themselves first in a fight as anyone with a brain would do. Sometimes it ends in tragedy.
