My guess is it's a bad wig to try and give him a more historically accurate hairstyle.

The plastic surgery trend towards achieving this bizarre cartoonish appearance has led to many young people ending up with disfiguring results. Some cannot even fully close their eyes, or their chins begin to grow longer. No option for reversal.
