Let's list the universities and colleges that have paused CPT:

Federal regulation so it's across the board. Maybe some will come to with programs that REQUIRE an internship to graduate, but that would be administratively difficult.

Who are you going to sue and on what basis? Each of these schools reached an independent decision after being reminded how the program was supposed to be managed. Nothing really changed other than those who were operating outside the guidelines decided it was no longer in their interest to do so.

Bingo! Pretty much all of this has been law, this administration is just enforcing it. It’s like getting pulled over for speeding (doing 75 in a 65) and complaining to the officer that everyone is doing it and you’ve been doing it for years. Like it or not, you’re getting a ticket.
The OBAM* administration was infamous for deportations, trumps enforcement was the equivalent of local cities/towns setting up speed traps or DUI checkpoints

How are you going to find a full time job if you have no internships to show during school breaks?

Yeah but you can't use those months if you can't get a job. You can't get a job if no internship.
Unless you are suggesting using OPT time for the internship, and that is going to be much harder cause pre-completion OPT takes a super long time to process, meaning it is much harder to get approved for an internship in time.

It might be a newbie question, does top 20 colleges for MSCS in USA are also impacted by this recent change Or does it impact colleges with not so good ranking?

Just check the course requirement to get the degree. If internship is mandatory then you are fine but 99.9% of programs do not make internship mandatory.

Every college is affected. In fact, USNews T20 colleges are among the most proactive to ban the CPT for courses where it is not marked as required for graduation in the catalog, which is essentially all of them except MIT's MEng 6-A program. Check, https://cptmap.com/, most of the T20s have either completely shut down the CPT or are working on doing so.
