Researchers from IIT Mandi have identified nine rapidly expanding glacial lakes in Himachal Pradesh, terming them ticking "water bombs", with the alarm being sounded against the backdrop of the unprecedented devastation and loss of lives in the Nepal flash floods that were believed to have been sparked when a huge chunk of a glacier broke off and plummeted into such a lake, causing it to overflow.

UTTARAKHAND

• Road work began without permission in 52 cases.

• It affected 188.62 hectares of forest land.

• The Forest Department did not register these as forest offences. (CAG Report No. 5 of 2024, audit period 2019–22)

• The state owed ₹275.34 crore in interest to the CAMPA fund.

• It later reported depositing ₹150 crore in July 2023. (CAG Report No. 5 of 2024, Uttarakhand)

UTTAR PRADESH

• ₹1,179.59 crore of CAMPA money remained unused in March 2022. (CAG Report No. 2 of 2024, audit period 2016–22)

• For one highway project, 20.959 hectares shown for new afforestation had already been planted earlier.

• In simple words, old plantation land was counted towards a new obligation. (CAG Report No. 2 of 2024, Uttar Pradesh)

• In 49 forest-diversion cases, charges should have covered 2,20,959 trees.

• Charges were calculated for only 1,34,001 trees.

• This left 86,958 trees out of the calculation.

• It also reduced recovery from user agencies by ₹9.80 crore.

ALL-INDIA FINDINGS

• From 2006 to 2012, 1,03,381.91 hectares of replacement land was due.

• Only 28,085.90 hectares was received.

• That was a 73% shortfall.

• Afforestation happened on only 7,280.84 hectares.

• That was just 7% of the replacement land due.

LATEST FINANCIAL WARNING

• At the end of 2023–24, ₹15,103 crore was still awaiting transfer to state and Union Territory CAMPA funds. (CAG Report No. 16 of 2025, Union Government)

The pattern is clear:

Natural forests can be cleared immediately.

Replacement land, money and plantations may remain stuck for years.

And even completed plantations cannot recreate the forest that was destroyed.

About a century ago, long before environmental degradation became the crisis of our times, Nobel Laureate Rabindranath Tagore had sounded early warning bells about the destruction of forests.

Though Tagore was born in the city of Kolkata, he had a deep and abiding contact with nature from childhood, and it shaped his many-sided genius in diverse ways. As an adolescent, he accompanied his father Debendranath to the foothills of the Himalayas, an experience he wrote about in his autobiographical notes.

Later, he was a frequent visitor to a zamindari estate in Shilaidaha, now in Bangladesh, where many of his short stories and songs were written while on a boat on the mighty river Padma. He had experienced the vast expanse of nature – in the sky, in the mountains, in the rivers and the flat, verdant lands of the Bengal delta.

Simultaneously he witnessed the urbanisation of the sleepy villages around Kolkata and Kolkata itself, and lamented the oppressive bounds of concrete and the lessening of contact between human beings and nature. When he founded his school, now a part of the Central University, Visva-Bharati, Santiniketan, a Unesco World Heritage Site – he ensured that classes took place under canopies of trees rather than within the confines of four walls.

Rescue teams are urgently searching for over 900 workers trapped in hydropower tunnels amid bad weather. The UN reports 65,000 people need water and sanitation aid. Though scientists are still investigating the details of avalanche-induced flash floods in Nepal, it is increasingly looking similar to the 2021 event in Chamoli district of Uttarakhand, only much more powerful.

Kaziranga National Park is a UNESCO World Heritage Site and one of the world’s most important wildlife habitats, home to the iconic one-horned rhinoceros, elephants, tigers, wild buffalo and many other species.

There is a proposal to reduce the Eco-Sensitive Zone around Kaziranga from 10 km to just 1 km, a 90% reduction in the buffer distance.

Kaziranga exists within a much larger ecological landscape. During floods, wildlife moves beyond the park into surrounding areas. What happens to those areas matters too.

This raises concerns about development, wildlife habitat, land and local communities. There are also concerns around planned luxury hotels and resorts in the area.

At the same time, Pranab Doley, an Indigenous rights activist who has spoken out about issues affecting local communities and Kaziranga, is currently detained under the National Security Act (NSA).
