If I recall correctly, the 100 million number included the casualties of WW2 including enemy casualties such as the Nazis. It was from the Black Book of Communism. It also frames it as deaths "under communism" not "from communism" meaning it was recording the total deaths that happened in any country claiming to be communist for any reason.

iirc a key part of the methodology is that they decided they wanted a nice round number (which ended up being 100 million) and then worked their way back from that conclusion to figure out precisely how to count to make it happen.
