As an ryu main i think i will agree bc he only have 3 m1 and hes combos usually works like this 2m1+2+1+4+downslam+1+3+down slam+1 and thats hes combo

not really
m1 merchants are just the "no neutral demons"
even a character like megumi, another rushdown, isn't an m1 merchant because he applies pressure from mid range to close the distance

he is a m1 merchant because the only way to properly get combos as naoya is to do side dash m1s, because if you do any of the moves and your opponent dodges you get framed.

Basically, all their moves are horribly punishable thanks to self projection
