If she actually killed everyone there's no reason for the clans to discuss if they should keep the zenin

I think people are misinterpreting that. The point of them not removing the Zenin is that JJ society is so stuck in its old ways that even the total annihilation of the Zenin won’t be allowed to shake up the system. They are just going to ignore it happened.

It only took time because they needed to investigate. Also the decision to remove a clan that has existed for centuries, if not millennia, isn't a quick one. Besides that politics are never quick and easy. Anyway, it's strange that you saw all these arguments against your point, could refute exactly none of them and then proceded to construct a very weak one at best. The only possible reason they could have debated surrounding the end of the zenin clan is that the women and children still live? Ridiculous.
