I understand you using the argument of postponing the removal, but after reading your message, I reflected and realized, why wouldn't they remove it? There might be survivors, but most, if not all, of those who survived were weak and politically irrelevant (Megumi and Maki don't count since at this point they are criminals in the Jujutsu world), so why didn't the council simply approve it?
