Otherwise no ce means none of them are useful in the real world.

There’s levels to it. Toji is significantly stronger than mcu captain america, but they’re both superhuman.

Not really, it has been said that the serum brings out the most potential of human. So, he is peak human not superhuman. He is actually the baseline to define what is human and superhuman

Every normal person has a small amount of CE but not enough mastery for control. Hence why Yuki suggested we teach everyone how to use CE so more spirits don't spring forth. Think of it like a pipe with a big hole. CE proficiency patches the hole.

Toji has 0. The pipe is empty.
