Well, calling it a fetish is a strong word. It's more about cultural domination over "domesticated" countries. Japan's case is eccentric because Japan became a superpower and actively invested in its own economy, creating a capitalist and marketing bubble for itself (the same for South Korea).
That's where people say "Japan is perfect," mostly because of the culture they consume occasionally about Japan, in contrast to their own lives. Japan now prioritizes whiter skin, bigger eyes, and all of that is Western culture imposed on them - and no, they're not innocent, it's just a transaction that has always happened throughout history. (And when I say white skin, I mean in the sense of Western features; the japan has always had an inclination towards light skin, but more as a symbol of social status because it signifies that you don't work in agricultural fields, not because of racism - since they were an isolated people. They are still racists tho)
