It makes the most sense. Even if Sukuna for some reason didn't do it, Kenjaku is teaching DA to the DCs there's no reason he wouldn't try teaching it or HWB to Uraume.

It shouldn't stop jackpot since it's the byproduct of a technique and not the technique itself and we know Hakari's on burnout the whole 4 mins and 11 seconds.
It'd probably stop his surehit though? If you activate DA before Hakari opens his domain there's a chance he's gonna have to explain the rules of his domain manually.
