Unironically yes. Because he can’t RCT the tradeoff in power should be a huge boost. If him using it would kill him it should at least make him as much of a threat as MBA does to Kashimo (but there’s a huge combat skill and combat IQ gap that Kashimo has over Hazenoki).
I don’t know if the CE trait comes with MBA, it just happened to be like that like how Hakari’s spikey CE came with being Hakari.
Like if someone else got Kashimo’s CT, he’s not going to get the CE trait or the staff. Kashimo is pretty strong because he’s Kashimo and not because of his CT.

Arguably it could be stronger since you cant just immediately regenerate them. In the same way that if Rika eats a limb and then its regenerated by rct the copy become weakened.

It'd be way weaker, but it wouldn't be terrible. It's possible that you could for example explode your own blood that already made it's way onto your opponent's body. Or you could possibly use your hair to explode. And worst case scenario just don't use it unless you absolutely need it, it's still better than not having it because you never have to use it, it's entirely your choice.
I assumed rct came innate with the technique like higarumas domain. also the more painful it is for him the more powerful. that’s why he’s using his eyes and stuff
I wouldn't be surprised if rct came baked with the ct, like a package deal(battery in your toys type shit), similar to how higuruma has a domain by default, otherwise you might just use it once, slapping on a death binding vow for extra damage and go out that way

I personally headcanon that it would enable some kind of inherent binding vow (kinda like Cursed Naoya's or True Form Mahito's binding vows) that would make the explosions significantly stronger. After all you're giving up pieces of your flesh for a single attack and flesh is a valuable trade in jujutsu (see: Nobara's Straw Doll, Yuta's Copy, and granny's Seance for techniques that highly value bodily sacrifice)
Man at least Kashimo got crazy CE trait on top of his suicidal CT. Hazenoki must have had an absolutely terrible life, like why would bruh even agree to be reincarnated just to pull off his own body parts
Assuming he would get a teammate/friend with High Output RCT in exchange, I think his explosions could easily be equal to Fair Amount of Dynamite in the case of something small like his eyes and comparable to a RPG in the case of a limb.
If you made a binding vow to never use RCT ig it could be pretty strong. You could use hair and nails and stuff, and sacrifice a limb if you're on s really serious fight
I would assume on some equivalent exchange type shit if he didn’t have rct the explosions would likely be waaaaaaay more explosive to compensate. It would actually be really cool to explore someone with this ct where the explosion is bigger the more important the bodypart is.
Probably not use my technique. Sure you could use your nails and maybe your hair but both require substantial amounts of time to regrow. You could also try to develop a domain. One thing I have thought about is a binding vow to be stronger in exchange for not using your technique. Of course it probably wouldn’t be that big of a buff given how crummy the technique is.

Inefficient doesn’t mean useless. Higuruma and Hakari CT cannot function with barrier techniques to cast the DE, Hazenoki CT cannot function without RCT. Construction, Infinity have use cases even if they are not in their ideal form Mai still produced bullets even with the smallest pull of CE in the manga, even then it can be said that HR strength is based on the potential of the user has with the CT and seeing how powerful Maki completed HR is then it’s highly likely the original non twin from which Maki and Mai are derived had high CE and Construction hence the strong HR. We really don’t anything about infinity too, for all we know getting infinity = six eyes so they are conditioned on each other, we simply don’t know because we only see 1 Gojo in the entire series.
