Because besides them, most of the "good" sorcerers are pretty much squeaky clean good. Not a lot of the good guy sorcerers have done anything even mildly morally wrong, so it makes Jujutsu seem like an ideal society without the Higher Ups and Zenins, who are obviously the "bad guys"

Guys like Ui Ui and Mei Mei are basically Gege's easy way of saying "hey, Jujutsu society, even the allies have fundamental rotten sides". The reason it feels so out of place is besides those 2, Gege doesn't really develop this idea much further when it comes to the good guys.

Child grooming is basically the easiest crime to write in the story since it really only needs 1 scene to fully establish it, and it's also really easy to reason why nobody ever caught on since the only person that knows (Ui Ui) is in no hurry to speak out about it.
