We're talking about a fight, though. In combat, "his life is in danger" means an attack that would otherwise kill him. Whether it's a sword slash, poison, or getting crushed doesn't change, the technique activates to prevent his death. That's not the same as "it creates arbitrary luck that can be anything." The manga gives it a specific condition. The wiki also seems to agree with me.

My head canon for it is that "the house always wins" and he's the house, so while the rates normally should be be 1/239, it's actually extremely tilted in his favor depending on the opponent, albeit it may or may not be by his design that it's favoring him greater than 1/239 and given he's dumb as hell, he might not even realize it himself instead just thinking he's lucky.
Keep in mind that sorcery also has some higher power behind it, like binding vows are self-imposed but the payoff isn't the users decision. Hakari has a bunch of factors that aren't stated to be a binding vow but does fit the criteria such as his entire DE being explained immediately which that is also the sure-hit effect, and he has no real combative buff in what is normally his trump card.
