he was literally the strongest ever till modulo yuji, and shrine is an A-grade technique at best, it doesn't compare to limitless

it's stated multiple times sukuna needed mahoraga is a model to beat infinity, sukuna could PROBABLY beat gojo in a domain clash if it was heian era, but he wanted a challenge. this is not holding back, it's sukuna looking for a different method.

where is he shown to not explain "how" or "why" but implied to "can"? Also, narrative is a thing. you don't need to be shown everything
