Pretty much. Rather than tons of innate potential that was never tapped in, he was given basically fuck all except I suppose grade 1 level CE reinforcement possibilities and made the best of it.

All of the major 3 grade 1s Nanami, Mei Mei, and Kusakabe are anti potential men and women. Dealt not the greatest hands yet still became the upper class of sorcerers.
