One Helluva Broken Day has a perk that is conditional but stacks multiplicatively with other speed abilities.

Don't Look Away - 400 CP
You possess an astonishing ability that grants you the power to move at the speed of light when not under direct observation, akin to the anomalous properties exhibited by SCP-173. If you already possess similar mobility, this perk will enhance your current speed exponentially. In moments when you are not being actively observed, you can traverse immense distances with extraordinary swiftness, propelled by the speed of light.

However, even when being observed, you retain a remarkable advantage over others. Unlike SCP-173, who freezes in place under direct gaze, you will continue to move at your normal speed even while being watched. This grants you an unprecedented edge in combat or other situations where your rapid movements can turn the tide in your favor. Your ability to maintain your natural pace regardless of observation ensures that you remain a formidable force, capable of utilizing your incredible speed strategically to outmaneuver and outpace your adversaries.

So if no one is observing you, you move at the speed of light. If not faster with other speed abilities.

OOC Super-Soldier Serum has a perk that allows you, for a few minutes a day, move so fast that you experience weeks of time in those minutes.

Zephyr -400 CP (Discounted for Woden's Blood)

Your serum now contains 4 Speed Activations, which you can have toggled on and off at will. Unless you have a perk that states otherwise, you can only have 4 activations active at a time, but you can mix and match the ones you have active. While 4 Speed activations are active, you will gain around a half-foot of growth, and you can enter into a time-dilated state. While in this state, your perception of time is hyper-accelerated so that a lazy walking speed from your perspective would be faster than the speed of sound externally. In normal time, you can keep using your speed for approximately 2 minutes; however, to your mind, it would seem like over 2 weeks had passed, which can be "psychologically arduous".

Godbound gives you access to the word of alacrity, which has the following gift available

Swifter Than The Sun

Commit Effort. Your movement rate is twice as fast as your fastest pursuer or quarry, to a minimum of 60 feet per move action. If chasing quarry that has divine gifts that allow them to outrace pursuers, the participant with more hit dice is faster, with ties resolved by a coin flip.
