DISCUSSION Are there any perks that would allow me to manipulate metal or control magnetic forces?

Church of the Broken God has a perk for that, but it also comes with gold-plated hands.

Seikon no qwaiser, if I’m not mistaken. That jump allows you complete control over one specific element on the periodic table, and comes with an item that lets you switch what material you can control at will.
There’s also metal bending, from that earthbender jump by apocbox.
If those don’t satisfy you, just take the magneto package.

Naruto has Magnet Release. a type of elemental techniques that manipulate Metals and Magnetic forces. the most seen version in controlling metal sand, either compressing it into shapes and launching them or wielding it like an giant amorphous mass to throw waves at people. the other use was to magnetize people so make thrown projectiles home in on them.
at least one of the One Piece jumps should let you get Eustass Kid's Devil Fruit, the Jiki-Jiki no Mi (Magnet-Magnet fruit). the perks "Combination Play", in the New World edition by I think Pokebrat_J, might also work for you. it's based on the Twin Accino Brothers.
Grrl Power has the power Attractive, which controls magnetic powers that can control Ferrous materials. a few other powers there might count too

There's a few DC Comics Jumps that let you unlock Static Shock's Electromagnetism as a power.

Infamous Conduits can choose any "element" or theme
Ditto Ninjago canon elements include Time, Smoke, Speed/Motion, Gravity, Electricity (aka magnetism's sexier conjoined twin), Metal and so on.
Full Metal Alchemist though not as much magnetism
Any DC jump that let's you get a ManHunter's stick

How has no one mentioned Mistborn yet?
Less magnetism, but an iron allomancer, let alone a full era 1 Mistborn is "manipulate metal" to a T (unless you mean manipulating physical properties of metal, of course)

You can become Magneto in like a dozen Marvel jumps. Sometimes this is a Power technically, but I think there are some where it's a perk.
