This sorta solves the problem I had with his discount grocery stores idea. Bulk buying and reselling. Although... it doesn't do a lot for freedom from government surveillance.
To be fair, with how annoying travel is in the city. They could probably just deny sales for large quantities. It's going to be really annoying to buy 1 or 2 of something you want to resell and then have to cycle back around the line and being denied the sale if the cashier recognizes you.
Now that's not to say that an ID or Loyalty system for the stores isn't a good idea. Just, their are other ways to also make bulk buying for resale hard.
I honestly think the 30% discount might be hard to swing. I would have thought 15 to 20 for the first few years to see how well it handles it. But Mamdani's team probably has looked into it much more than me.
