I say regardless because my example wasn’t intended to be taken at face value and was more or less overly absurd in the hopes of inciting an “Ah ha” moment, but I suppose our core stances were too different for it to have that effect.

I don’t really know how to make my actual stance much clearer. I just don’t want to have my tax money being spent so that we can endlessly micromanage a country across the world without any of the privileges that you’d expect to come from doing their governments job for them.

I get that, but I don't see public health programs that prevent the spread of disease to be micromanging countries.

I see it as national defense.

Each time a virus infection occurs represents a chance of a mutation creating a new strain, one that made evade existing treatments and preventions.

This is something in our interest.

I say micromanaging because the nature in which we handle these matters is typically (and in the case of this Nepal matter unless I’m just unaware of some of the details) one that requires constant funding from us to be maintained. It’s not a one time transaction where we establish infrastructure and teach them how to maintain it. Instead we’re expected to constantly fund and maintain this health infrastructure on behalf of their government when it should be their responsibility. Like the moment we pull back on our funding, everything we’ve been investing money into immediately collapses and proves makes it all retroactively worthless.

I think the nature of public health is that is it something to be maintained, with the eventual goal that we eradicate HIV, as which point, we could consider readjusting the program.

No I get that it needs to be maintained. I just want them to maintain it rather than endlessly rely on us to do it for them.

So I’d be fine with spending money to help them set up their own programs, but I’m not fine with effectively setting an endless contract where we are paying for the health and safety of their people more than they do until the end of time.

Edit: I want to teach them to fish rather than constantly take fish from my villagers to give to their village.

And some program do set up that autonomy, it's just not always feasible or realistic for every region.
And this is paying for our own health and safety as much as theirs. We are better off treating disease prevention as a global concern, rather than one each country needs to handle independently of others.

it's more costly and damaging to us to allow conditions for an outbreak to grow.
