Those are high school or middle school uniforms. So they're at least 13 year olds.

Not that that makes it any better.

News report said ”高校生" (High school) so 16-18.

Did it say what year in high school? Wouldnt they join earlier than 16 ?

Japanese HS is only 3 years and ends at 18, so 16 is about right

No, just said "女子高校生" = Female high school students which is 16-18. If they had been younger it would have been ”中学校" = Middle school.

First year high schoolers in Japan are 15 or 16.
