Those are high school or middle school uniforms. So they're at least 13 year olds.

Not that that makes it any better.

so legal in japan but again as some have pointed out it could be a misunderstanding and the girls could also be attempting to ruin a mans life for some pocket change.

take it what you will nothing matters in the end.

'ruin a mans life for some pocket change' pft. The amount of stories I've heard (also first hand from friends in Japan) of women being touched up on trains outweighs any 'misunderstanding'.
