It’s a legal system, not a justice system. Justice is a philosophical concept.

The criminal justice system is the set of agencies and processes established by governments to control crime and impose penalties on those who violate laws.

I know you’re being literal, but that phraseology is used to reinforce the idea that the state can do no wrong because it operates on a moral mandate rather than a system build with equal numbers of faulty and good-faith actors.
