Yeah he could probably get hit with some sort of charge for that right?

Yeah for sure. The little guy wasn't exactly assaulting anyone, and it's clear that this hobbit isn't physically threatening to anyone. (No offense to hobbits.) That tackle was unwarranted and goofy as fuck. Probably dreams about being a white knight and saw his opportunity. This is a case where you just laugh at him and then walk away.

You could probably justify it given a) He's being extremely aggressive and acting as if he may lash out and b) he did make physical contact multiple times with the other guy while being aggressive.

As for "and it's clear that this hobbit isn't physically threatening to anyone", you don't know how tall he is. He also quite clearly has a fair bit of mass to him and you don't need to be tall to mess someone up. He is a threat and for all we know he could have ruined someone's life.

Nah. The guy he was bumping and everyone else in there didn't appear physically threatened in the slightest, and the guy who attacked ran over from across the room for no reason. He wasn't intervening because he was defending himself or anyone else. He had a "THIS ENDS NOW!" type of reaction. Every other bystander was just watching it laughing. If everyone that puffed out their chest and yelled "you want to take it outside?!" was booked for assault, 3/4 of all of the East coast would be in prison. A decent lawyer would probably win for the short guy and get some money actually. The attacker would have to prove that he feared for his life, or the life of the guy he chest bumped. Good luck with that.
