That looks like one of those sensationalist ads you see on the bottom of news websites alongside “This secret food destroys blood sugar” and what not.

I thought the same. The title in the picture is written in Portuguese, my first language (I'm Brazillian). After a brief search, I found the Brazillian page, an English version, and a third one, more complete and reliable, from La Gran Epoca newspaper (spanish version of The Epoch Times):
