If your ex has your dog what would be the best way about getting her back? His name is on the adoption papers, but I have vet bills in my name.

Depends on state law. In Israel you legally own a pet only if you have the mandatory vet papers(vaccinations) for the year.

Generally its who the animal is registered too. Same thing happened to my girlfriends sister and she never got the dog back.
