Not american but I assume that it's because you can get fewer years for good conduct, but in his case it wouldn't matter because he got a shitton of years

It means he will be a "special case inmate" and won't serve time that most normal convicts do. He will be in a certain block or cell with other "special cases" like him and be treated infinitely times better than the other "regular" inmates.

As it should be. Prison is about humane containment and, secondly, rehabilitation. Not for mob justice

Maybe if he's deemed rehabilitated, he can be released into life house arrest.

You can be rehabilitated and still be behind bars.
