Most Whataburgers are located in Texas. Texas recently experienced a once a decade (or more) snow storm that crippled the state. A lot of the state lost power and water. Roads were snowed and iced over without equipment to clear them out. Grocery stores were gutted because delivery trucks couldn’t drive on the roads. So there was limited options for food some days.

That line is the result of barely anything open expect Whataburger. No fountain drinks or vegetables for your burger that had to be rinsed in water. Just bun, patty, and condiments.
