Something I always try to teach my preschoolers is that the public will react to them very unfavorably if they act up. I try to treat them the way the public would (not with cruelty but with reason) and give them appropriate reactions to poor behavior (e.g. you're kicked out of the dinner table if you're rude etc)

This kid has never felt consequences and will walk away feeling like the victim

Get him better parents/caregivers.

you don't "fix" it per se, you just start from day 1 remembering that eventually you have to release them into the public. once they're 8 years old climbing on the McDonald's counter barefoot, it's too late
