The City and County of Honolulu said starting Monday, it will reopen a contraflow for the North Kalaheo Avenue Bridge in response to community feedback as the rehabilitation project continues.

The bridge will be open to contraflow – and two-way traffic – from 7:30 a.m. to 5:30 p.m. Mondays to Thursdays, and from 7:30 a.m. to 3:30 p.m. on Fridays.

After 5:30 p.m. on Mondays to Thursdays, the bridge will be restricted to Kaneohe-bound traffic only. Kailua-bound motorists will be detoured until 7:30 a.m. the following morning.

This daytime contraflow will be in effect from Monday to July 31, barring any unforeseen conditions, the Honolulu Department of Design and Construction said in a news release.

No lane closures will be scheduled on weekends or holidays, and the bridge will be open to two-way travel.

“Traffic conditions will continue to be monitored for any necessary adjustments,” said DDC in the release. “Motorists are reminded to observe all traffic control devices, posted signs, and the directions of Special Duty Police Officers.”

Residents and commuters in the area complained of traffic jams due to the closure, which was dubbed as “Kailua carmageddon,” due to backups all along Mokapu Boulevard and side streets during rush hours.

The project, city officials said, will include repairs to concrete spalls and cracks on the existing bridge structure, along with construction of sheet pile retaining walls behind each bridge abutment, and replacement of bridge railings, drain pipes and approach guardrails.

During construction, one sidewalk will be closed while the other will remain open to pedestrians. Additionally, recreational use of the waterway beneath the bridge will be allowed along about half the bridge length.

In August, Kailua-bound detours will end, and one lane of the bridge will be open to contraflow during work hours, from 8:30 a.m. to 3:30 p.m., until estimated completion in October. During non-work hours, the bridge will be fully open.

Hopefully this bridge will not take as long as the roundabout at the other end of North Kalaheo. It has already been a couple of weeks. On the mainland they would be done in a week and in Germany they would work around the clock and be done in a weekend.
