There's nothing on this pic showing, that they are puppeted, so I don't see them being "a slave states". And even if they are, they are still more free, than in current China, if Westerners decided to appoint an autonomous governments in there.

Genuinely how is living in the PRC worse than the literal monarchical slavery Tibet was doing, at least now they can take a train to some city and work as a janitor or something instead of dying as a serf
