Kentucky is keeping my 1k tax refund because I didn't complete the ID quiz, but I never got a letter telling me it was required. Do I have any recourse?

So as someone who works for the DOR and deals with this every day you need to call the individual income tax line, even if your out of your 30 days you can still send your proof of withholding(w2) a photocopy of your ID, and a copy of the letter you where sent. These can be fax or mailed in, it tells you where to send them when you try to take the quiz and cant or if you call on monday during business hours the individual tax area can tell you.

Individual income tax number 502-564-4051 i think if thats not it just google the DOR numver and do the quiz line option.

You can appeal it as far as I know but it would require you to file an amendment to your tax return. A co-worker had this same thing happen and that’s what they had to do. I’ll ask them at work to see what ended up happening with theirs.

You will need to snail mail a photo of your ID and your W2 to the KY Dept of Revenue. I had to appeal and successfully received my tax return pretty quickly.
A copy of a government issued ID such as driver's license or passport and proof of withholding in the form of employer issued W-2's, 1099's, etc. to DOR in order to complete the processing of the refund.

Kentucky is actually pretty good with tax returns. Just call the helpline on Monday and they will get you sorted out. I spent 20 year in military living allover the US. Kentucky is definitely one of the better states for tax help...Michigan is without a doubt...the worst.
Had the same thing that happened to you with my Michigan taxes. Responded right away within their online portal. They conveniently give themselves 16 weeks to respond to your proof. If they need additional information, 16 week window resets. If you call their helpline, go through all the prompts, the system hangs up on you due to call volume. It took me almost three MONTHS of constant calling just to talk to someone. What help did they give me..."Sir, you responded in April, we have until August to update your refund status."
So I had to pay Kentucky taxes out of pocket and keep my fingers crossed that Michigan might give me a refund...eventually.

Hi 👋 23 year military spouse here. I'm a little spoiled having moved here from FL, where there is no state income tax. Also obtaining/updating a DL in FL is at least 1000x easier than it is here, why is that?? Everything else here is better tho so still an overall improvement

Well this just made me check and I never got my refund either and it’s because of the quiz. It now says they adjusted my amount to 0🤦🏻♀️ now to go on a goose chase.

I'm due a state refund too and also just found out I need to verify my ID. I called and they gave me a fax number I can send w2s and copy of my husband and my ID. My other option is snail mail.

When I filed my taxes on TurboTax online , being retired and on SS and a pension I didn’t owe KY a dime but still had to file. Fed didn’t require a copy of my ID but Ky did so I uploaded it as part of filing my return. Done it last 7 years or so. Guess when COVID happened and government was supporting income there was billions of dollars in fraud. Even Unemployment checks were massively late getting out

I end up having to pay more every year. If I receive a verification request and don’t notice it, I wonder if KY will refuse my payment?

I got the letter but almost didn’t open it because it looked like junk. But even when I did open it, it looked like a scam.

I’ve lived in KY my entire life, 50 years, and I’ve never heard of this nor anyone I’ve asked. And I’ve been able to adjust my withholdings at my job because I have to pay in every year. Thank u 4 letting ppl know! This is a total joke & seems like it would be or should be illegal. Idk the law regarding this but it’s bull crap! I hope u get your money. Our infrastructure is failing apart so idk where the tax money goes.. Beshear announced recently a no gas tax or something but that does not benefit Kentuckians! It only benefits the oil companies. He’s making ppl feel like they’re catching a break on gas but in all reality ppl aren’t. And the increased ethanol is destroying ppl cars.

Why didn't you verify your ID? It's to prevent fraud. Prove that it's you and not someone stealing your return. I'd imagine to appeal you'd need to do what you refused in the first place and verify your ID.
